In this case a semi tractor was stolen and tried to escape police on a busy freeway. During the chase it contacted another tractor-trailer's rearview mirrors.

The driver of that tractor remained parked in the inside lane and waited for police. The freeway was very congested and many vehicles had to avoid the parked tractor-trailer. After a vehicle swerved to miss the trailer a pickup skidded and impacted it's left rear corner. The officer the contributing factors as:

The driver of the tractor-trailer was charged with Criminally Negligent Homicide. When it is possible to safely move your vehicle and get it out of a traffic lane, do so. It is extremely dangerous to remain stopped in a traffic lane and is the cause of many serious accidents.
